Apple has released the fourth public beta versions for iOS 9.3 and OS X EL Capitan 10.11.4. Both of these beta versions, like with almost all other versions, bring enhancements and bug fixes.
Currently after digging into the public betas, there are no major UI changes. Just to make it clear, both the public version and dev versions of both operating systems is similar. Therefore if you have a dev version of iOS 9.3 or OS X 10.11.4 you do not need to download the public beta.
The final version of both iOS 9.3 and OS X 10.11.4 El Capitan are going to be released on March 15, when Apple is expected to announce the iPhone 5SE and the new iPad Air.
Both of these public betas can be downloaded through the normal mediums.
