If you are facing a problem on your iOS 7 device regarding the Notification Center, it is most probably that you are not able to see your “Today” list. Many people are facing this problem after jailbreaking their iOS device.

Step 1: Head over to Cydia and download iFile.
Step 2: Go to iFile and head over to /var/mobile/Library/BulletinBoard
Step 3: Delete the file called “sectionInfo.plist”.
Note: It is always good to keep a back up just in case. So before actually deleting the file change the name of the file to anything you want. Any name will do as it does not affect how it works.
Step 4: Respring.
Step 5: Now head over to Settings > Notification Center > toggle the “Today View”.
This should fix your Notification Center problem on iOS 7.

It solved the weather problem in my Notification center
I have a different problem…when I click on something in my NC then getting the specific app so it’s alright but then when I going back to NC this specific notification is still there. The same situation for evade single notification. Seems like not refreshing my NC after reading a notification 🙁
